The Council Bluffs Housing Trust Fund is a 501(c)3 nonprofit organization whose primary funding comes in the form of grants from the Iowa Finance Authority with matching funds from the local sources including, but not limited to, Iowa West Foundation. Funds are allocated annually to organizations or individuals that serve the housing needs of low to moderate income residents within the city of Council Bluffs.

Since October 1, 2015, CBHTF has funded $264,450.00 in grant projects including both rehabilitation, additional housing units, demolition and capacity building for a local non-profit expanding to help homeless youth in Council Bluffs. Our recipients included League of Human Dignity, Connections Area Agency on Aging, Vocational Development Center, New Visions Homeless Services, Habitat for Humanity, Neighborworks Home Solutions, and Youth Emergency Services, as well as direct grants to six individual homeowners, allowing them to stay in their affordable homes safely.
Since October 1, 2015, CBHTF has paid grants benefiting more than 125 households, with approximately 100 of those households having income below 30% MFI. We anticipate that by the end of the year, an additional 25 households will be affected, the majority being in the below 30% MFI category.
